In most cases you will not be able to view a client unless they have a referral created for your team. To protect client privacy PARIS uses Restricted Caseload.
Restricted Caseload is an important feature that helps protect clients' privacy. Most users have Restricted Caseload which means you can only access a client's records on a need to know basis. The most frequent reason for needing to know, is the client is or will be receiving services from your team.
This means most Teams must have an open Referral to be able to open and look at client records. If there is no Team Referral you will need to create one in order to access any client information, including Central Index. You will then need to either allocate yourself to the Referral or associate yourself to the client as these indicate the relationship you have with the client.
Without a referral that is owned by your team, you will get a message that you are not involved with the client.
Restricted Caseload Messages
When you have Restrictive Caseload setting you will get the following messages if you attempt to open a client's record, who does not have an open Referral with your team.
- From any application, except Referral you will be asked if you want to Break Glass. This is not appropriate when you need to provide services to a client.

- If you click Cancel you will not be able to view the record.
